Suppose Sullivan knew there were ongoing investigations and thus the exculpatory (???) evidence was being used for said investigations and thus could not be made public. I don’t know nuttin.

If he knew about the exculpatory evidence, as your hypothesis presumes, he could have seen it without making it public. Happens all the time.

If Sullivan just initially threw out the Flynn case would any of this incriminating evidence ever have been seen? I doubt it.
