It strikes me as a campaign to become more and more accepting of our surveillance State. it's rather overt and seems artificial - ie like the script writers have this closing theme as a mandate.
I've noticed that as well. And local law enforcement having access to everyone's ring doorbell cams etc. Could be used for good as in solving crimes... also in framing people by looking at someone's route and being able to place and find the right evidence along the route. Paranoid? Maybe... or is it?
Cameras everywhere like the UK, an upgrade to the license plate readers that patrol through all the parking lots in major cities in California.

And how do we be sure when they swab us, to test us for C-19, they aren’t also going to analyze our DNA for their records?
All these folks could be lining up to get themselves genotyped.
