We had to get the darn thing under control before we could move to the next phase. However, I would think they would want the next phase to start while people are still pretty much hunkering down.

Agreed. Had to increase people's awareness of the "Invisible enemy" and shore up the defenses, i.e., the healthcare and pharma supply lines.
There could be additional waves of biological attack.
