The US support for the Wuhan lab isn’t news. It’s been known for a long time. Also, apparently the US supported similar work at the University of North Carolina before the Chinese women went abruptly back to Wuhan. The decisions were made before Trump took office.
These are probably collaborative arrangements between professors here and there where they would send their graduate students to each other, collaborate on papers, etc. $3.4 million is not really all that much in terms of what we used to call “lab money”.
