So ... I’ve always considered:
1) Sullivan is not evil and throws Flynn’s case out of court. Good optics. Leads to charges following.
2) Charges precede and accompanied or followed by DECLAS. Doesn’t preclude possibility Sullivan is not on DS team but begs the question what’s he been waiting for? At least post Friday? I remember he was awfully quick to deny Sidney Powell’s prior motion but here it is two days later and he’s apparently OTL.

What’s “OTL”? I think, if SUllivan is a good guy, that he waited until it was okay for the DOJ to release the documents. And that had to wait until grand juries all wound up, so as no “HOM”. :-)

Yes, you’re right ... but he’s got what he needs now to dismiss aside from GJ considerations. Maybe he does it tomorrow to kick off the next act in this show.
