In every instance where I’ve actually took the time to look, and as related to me in all of them, codes of state and municipal law always have an overriding clause in them that in a nutshell states that “Nothing within here shall be construed/taken etc... as denying any individuals constitutional rights or violating the constitution”.
Most people just go along with whatever authority spews out, its USUALLY easier to accede/waive your rights than to understand and assert them.
