That is not a complete listing of presidential powers during a National Emergency, and I have no doubt at all that Trump and his team working on this will not allow states to keep in lockdown, and know the exact ways and means to stop it.

I think PDJT will encourage and not attempt to mandate. Local county/parish control is best, for example CA has 52 counties...L.A. and the Bay Area (S.F./San Jose/Oakland) hit pretty hard while 30 other counties barely affected. Makes no sense at all for Alpine Co. to be locked down (fishing, camping, etc.) with 1 case/no deaths.

So “top down” mandates from the Feds (and governors) should be avoided...I am sure Wyoming, Montana, North Dakota (or Georgia for that matter) don’t want/need to be mandated by the federal government/White House “Phased Approach”:
