Shaanxi is on the Mongolia side of Beijing. Beijing currently classified ‘high risk’. Air China is running these flights, so we can assume that these patients were temp screened at least twice prior to flight.

BEIJING (Reuters) - China’s Shaanxi province reported 20 new imported COVID-19 cases...the patients were all Chinese nationals who had arrived on an Air China flight from Moscow. There were five other passengers who were confirmed to be asymptomatic COVID-19 patients, the paper said.

White House adviser Navarro lashes out at China over ‘fake’ test kits

WASHINGTON (Reuters) - White House trade adviser Peter Navarro on Monday accused China of sending low-quality and even counterfeit coronavirus antibody testing kits to the United States and of “profiteering” from the pandemic.

in response (same article) the Chinese decided it was easier to make the buyer responsible for quality control than taking responsibility:
