Whether ultraviolet radiation is, or can be effective against Covid-19, seems to be an as yet unanswered question. Here is some current research at Columbia University that its researchers thing could be a game changer.

Could a New Ultraviolet Technology Fight the Spread of Coronavirus?

And there are a lot of UV-C lights being advertised, and while they mention Covid-19, they don't specifically say that their products will definitely kill Covid-18.

And this from your quote from the CDC.

The application of UV radiation in the health-care environment (i.e., operating rooms, isolation rooms, and biologic safety cabinets) is limited to destruction of airborne organisms or inactivation of microorganisms on surfaces.

That's just what many consumers are looking for, IF it will kill Covid-19. I think that is still to be answered in the near future. It also sounds like not a great deal of testing has been done to determine what will, or will not kill it.
