If that's all they got on him (which I doubt), could conspiring with foreign actors qualify as treason for an American citizen? I think probly so.

That’s why I have my doubts about the list being accurate (well,one of the doubts). I am sure that more than Brennan will be charged with treason. Obola except that he’s not a US citizen; but otoh he pretended he was...foregin enemy combatant more likely for him.
But others also committed crimes definted under treason and misprision of treason. My always humble op.
