People do not seem happy in general with the briefing today. Here’s my theory. It appears that Trump is going to let the states decide when to open. Why is he doing that?
Because when that happens, there are going to be deaths. The virus remains. The first first death will result in Jim Acosta asking President Trump about the blood on his hands.
We have a rather significant problem with China’s Gift, but we’re going to have to forge ahead with it. Give the governors the authority to re-open, let the people who want to work work. Let the people who want or need to remain distant do so. There’s gonna be pain either way, we got to find a way, and letting Joe Biden pay us 2k a month ain’t it. A lot of people who need money are wondering where their 1,200 is, and that is no way to live.

The President has to be cautious in demanding states take specific action. "The powers not delegated to the United States by the Constitution, nor prohibited by it to the States, are reserved to the States respectively, or to the people".
While I'm sure POTUS could invoke "Interstate Commerce" and claim authority over some of actions, there is no doubt he would be on shaky ground. America's Public Health infrastructure and organization is built largely on the state and county level, not federal. There is no chain of command between state health departments and fedgov. They report to and take orders from their governor.

What caught my eye (in addition to the footnote that allows governors to go regional, statewide, by counties or metro areas or cities) was the contact tracing language.
These states blew contact tracing within a week or two when this thing started—most are totally unprepared to get serious about it.
Governors who want to open will just check the “contact tracing” box and fake it—those who do not want to open can make an attempt at it (before they realize it is hopeless).
