TOR is a way of browsing the Internet anonymously. It uses a special browser (e.g., Tor or Dissenter, or Brave in TOR mode), and connects through multiple intermediate servers so no one can tell even what country you’re browsing from.
8kun has a regular Internet URL, which is apparently under DDOS attack (many different servers trying to access the URL simultaneously, making it hard for others to get through).
8kun also has a special TOR URL, only accessible through TOR browsers, and perhaps not vulnerable to such attacks.
