It is MIL. all the way in my military mind, so it would be military targets, military charges, and- military courts.

My understanding is that the first arrest (indictment) is to be a major figure, leaving no doubt as to what is happening- the start, and sending shockwaves in all directions.

1-6 could be 6 indictments of one person, or- 1-6 could be 6 individuals under indictment (arrest), or- 1-6 could be multiple people (6) indicted, on multiple charges, or- all indicted on the same charge- CONSPIRACY!

I bet this person, or persons, left BIG footprints in NSA’s purview. I expect ironclad proof of at least- SEDITION, and the charges may be enhanced to TREASON.
