I call these regulars "media bureaucrats".

I think of them more like "expert" witnesses. Say you are on trial for murder and they are accusing you of bashing in your neighbor's head with a baseball bat. Your lawyer wants to prove the neighbor was killed with an axe, so he calls in an expert witness. Your lawyer isn't going to hire someone who will say that, in his expert opinion, it looks like an injury from a baseball bat. He's going to find one that will say what he wants his audience (the jury) to hear.

It's the same thing with these experts you see on tv. That's why Fox News and MSNBC can have such different takes on the same subject. Their "experts" are saying what the audience is tuning in to hear.
