Sorry, no, the directed energy system you mentioned does NOT work at the same frequency as 5G telecom.

The highest frequency band used by 5G is Ka-band at 37 - 40 GHz. The signal strength is ~ 1/4 watt.

The Active Denial System operates at 95 GHz and a power level of 2-2.5 Megawatts.
