I did some searches on "NBC retaliation protocol".
I know that during the Cold War, our protocol for response to Nuclear, Biological, or Chemical attack, was for a nuclear counterattack on the attacking nation.
After 9-11, we issued warnings to Iraq that chemical or biological attacks against Americans would result in our use of "all the weapons in our arsenal".
I'm guessing that a state-sponsored biological attack would warrant such a response now, against such state.
I'm also guessing that any participating or contributing individual, foreign or domestic, peon or Billionaire, would be subject to some "serious death or injury". And per the EO of Dec 2017, all assets of guilty parties would be subject to seizure.
I'm also guessing that the money to pay off this emergency spending bill, to restore our economy, and to fund our survival through this quarantine, was already pin-pointed before POTUS asked for the funding.
Maybe enough to pay off Odinga's half of our national debt.
The U.S. debt to China is $1.07 trillion as of December 2019. I suspect that's going to be a write-off.
Maybe another few Trillion from the commie Billionaires and Millionaires who contributed, high-tech, Hollywood, media pukes, etc.
Maybe another few Trillion from university endowments and assets for those univerisities that recruited Chinese and musloid bio-engineers and other assorted terrorist types.
Maybe another few Trillion from the non-profit foundations that got all those kick-backs from our foreign aid, money from foreign governments for pay-to-play, etc.
Maybe another Trillion or so from government unions at all levels (that's a reach, but they are anti-American).
The recent action against the Fed should also be factored in as well.

It becomes rather problematic when the offender that needs nuking can retaliate in kind.

Atm, China is already dealing with Trump’s opening salvos, as well as a swine disease that has killed or caused to be exterminated a large portion of their pork supply. Same for birds.

While I agree with your sentiments, I feel 100% confident in saying the U.S. is not going to repudiate any debts.
Sometime in the future inflation will return, and conceivably some of the debt could be repaid in devalued dollars ... but that will not be in the immediate future, for the simple reason that we are still in the violent end of the deflationary part of America's economic cycle, and the problem is dollars are appreciating versus other asset classes, not devaluating.
President Trump DOES HAVE A PLAN, as both he and Treasury Secretary Mnuchin have hinted: They intend to roll as much as possible of the soon-to-be $25 Trillion in debt into 50-year and 100-year Bonds at close to 0% interest ... thereby pushing the problem down the road 2 or 3 more generations.
