Maybe. You can't prove a negative so we shall never know.
The logic that all of this social distancing greatly reduced all virus transmission is inescapable. But in all likelihood that 2.2 mil. figure was floated by bureaucrats who KNEW it would come in much lower than that, no matter what happened, making them look like heroes.

I completely disagree so all have their own theories. My guess is as valid or good as your guess. So I do not know how you take as gospel fact a guess...that is the danger, and you have fallen for it in my judgment.
