Yep, at one point they had a bit over half the country on lockdown or restrictions, so much more than Wuhan. The restrictions elsewhere where not as dramatic as Wuhan, but they were real, and they were enforced.
We’ll never get answers, but it could simply be that the central government let it spread wildly in Wuhan out of stupidity, but managed to catch it earlier elsewhere.
