They both look like they're from the Big Forehead tribe.

That redness looks like a HUGE birthmark, at least from the pic. I've never seen one that big if it is one.

The Ned Lamont neck line is really weird. It does not seem to move with him, so not a shadow. Some kind of full body nylon stocking or something???

I think the line on his neck is from a spotlight that is low and casting a harsh shadow from his collar. Either that, or they put on a ton of pancake makeup, and that’s the line where the bib was. Both of them have foreheads that would make Peyton Manning proud.
