Hospitals refused to buy N95 masks or other PPE out of their usual supply chains until middle or late March. Any of those publically available before then, such as on Amazon or in the hardware store chaing of supply, were only purchased by the public.

But the CDC and other public medical officials, knowing that the hospitals would only buy through their existing supply chains then, lied to the public about the effectiveness of any kind of masks.

Most hospital administrators also ran down their emergency supply of PPE in the flu season prior to March because that is what they always do.
