The governor shut things down much later than the businesses and churches did. Microsoft, google, etc. had people working from home much earlier.
Our large church (Bellevue) had our last service on March 1st, and three days later shut everything down. All of the stuff going on during the week, services, etc.
They are still allowed to use the church to livestream and record the services. A few band members, singers and a preacher - all spaced at least 6 feet apart.

Article on Microsoft shut down. I see that our county requested on March 4th that people try to work from home if possible. Also was the same day that a Microsoft employee tested positive.
I absolutely support any individual or business voluntarily shutting down anything they want. Pennsylvania started out with those kinds of suggestions and voluntary things too. Then suddenly these giant shutdown orders came into place even though there were no dramatic spikes in the infection numbers to justify it. It was either some kind of nefarious plot to damage the economy or to extract bailout cash or it was panic over “mad” scientists pushing worst-case-scenario numbers that weren’t justified.
