Because they ran most of the tissue mills to hell out of the country and now a lot of it comes from South of the border.
BTW, China is the worlds number one producer of paper products. Used to be the USA-not that long ago, but the price of doing business went up so high here because of EPA rules and regs that they shut down pulp and paper mills.
Kimberly Clark-the makers of Scott and Cottonelle, and one other brand, just about left the USA for Mexico and South America. They also make facial tissue as well as hand tissue as well as a lot of other products.
KC was thee largest producer of paper products in the upper midwest and the world-still are pretty big. But the good ol EPA made it nearly impossible for them to keep all their production in the USA.
Although that is a problem, agree we need to produce essentials in the US and not in Mexico, China, or some other foreign source.
That doesn’t explain the problem in this case. We had a bunch of idiots buying beyond what they needed, and the non-price gouging laws prevented the market from correcting for it. There are two different problems here, don’t mix them up.

Nobody in the federal government seems to be addressing this shortage.
Needs to be part of the emergency actions to get rid of these EPA regulations and bring some paper factories back to the US....if the price goes through the roof, so be it.
