Citizens only, so at least theoretically taxpayers if they have enough taxable income. I think the payments also taper off at higher incomes, but have seen no details on this.
Also, only U.S. domiciled companies ... which excludes the cruise lines (and many others) who are domiciled (at least the entity showing profits) in Bermuda, Caymans or other places to avoid U.S. taxes.
Actually ... on second thought ... I'm not sure all the entities avoiding taxes this way are excluded ... if they also have U.S. subsidiaries (set up to not show a profit) ... more research needed ...
Thanks, I’m not thinking about companies, just individuals. A neighbor called and is asking DH about this, he’s on SSI and wondering if people who don’t pay taxes, on fixed incomes or whatever, will be eligible.
