what it means, in a nutshell, is all those concern trolls that graced the prior thread in recent days, trying to get the CARES act defeated, weren’t paying attention. For decades now, when a President signs a bill, he can attach a signing statement which his directive to the agencies on how to implement the bill. Basically it’s a back-door line item veto whereby Congress passes the law and POTUS then decides how it will be implemented - he directs the Executive Branch.

I've not seen or heard of this signing statement before, but it appears to be a kick in the teeth to Pelosi and Schumer, and the rest of the commies. Smirk!
