No, they were not waiting on the tide. There is plenty of water under the keel.

I wouldn't be keen to make that maneuver in a ship that size right off Cape Henry. It looks like they had just cleared the entrance to Thimble Shoal channel and made a slight turn to port before making the circle to starboard so it was a deliberate maneuver.

Don't ask me why.
