Cuomo is trying to save a single state and he’s still going to be doing that in July. He doesn’t have time to campaign for anything. He’s also doing that with the help of a President who’s working to save a nation, an economy, and all the other problems a national leader deals with.
If the Democrats seize on Cuomo as an an alternative to the increasingly troubling Biden, they will lose any Sanders voters they hoped might come aboard. Sanders is staying in the race to pick up the pieces when Biden finally falls apart. As reluctant as he might be to do it personally, Sanders now has to savage Biden at their next debates to show the party how unfit he is to be President.
With real doubts about his own fitness long term and his difficulties emerging on the campaign trail, Biden’s selection for a woman VP candidate will be critical. She will not only act as a surrogate for him to an unprecedented degree but also faces a real possibility of actually having to assume office. However, Joe cannot hide from debating PDJT and the President will probably set a grueling pace in the general campaign. That will be tough on whoever the Democrat nominee is.
This may all prove to be academic in the end if the President is able to maintain his current popularity.

You make some sound points. Cuomo has made a mess of New York state. People are leaving in large numbers. DeBlasio is the worst mayor the city ever had and people are leaving it too.
I doubt that he will do that. He's had a number of opportunities in the past to throw a knockout punch at Joe, but pulled it.
