I think it's a photo of Flynn's hometown of Middletown, Rhode Island taken from the water.

That church steeple is prominent in quite a few photos online.

When I first saw the Gen. Flynn picture I thought the church looked familiar but I just couldn't place it.

When I found out Gen. Flynn was from Rhode Island I knew what and where it was. It is St George’s Church and School. The picture was taken from Sachuest Beach looking west.
