It’s that they are not testing the same way. They only test serious cases. They are going to end up with a higher proportion of deaths per reported case and a higher proportion of cases per capita because they are leaving mild and asymptomatic cases to run loose.
This is a controlled collapse of their HCS to prevent an uncontrolled one.
