I am worry about that too.
I do not understand why they would lie about the statistics and why not just state they do not have the test for everybody.

They’ve been doing that for awhile. I’m not sure how they are doing it, but they are looking at better numbers than we are being given. That’s the only way to explain shutdowns in areas that have very few reported cases.
They are of course all working on the same models in terms of expected healthcare capacity, current infected cases, infections spread rates and the various shutdown measures’ expected effect on those spread rates.
