The Census counts everyone, but you already knew that. The first Census was taken in 1790. They counted free men and women, including foreign nationals. They also counted slaves, who were not U.S. Citizens. When did you decide that the census should only count citizens?

I don’t really care whether the Census used to count pet guinea pigs. My point now is that it is using millions of criminals to apportion representation. You may think that’s acceptable, but I do not. I don’t think the Founders intended that, either.
