In 1992 I trained with the LAPD CRASH unit. They did all their reports in No. 2 pencil at that time. I was stunned. I was from a mid-sized, (300+) department, and we were computerized and required to use pen for any reports not done on word processor.
it’s lot easier to fudge them later if you write it in pencil tho
