Some public officials need to stand up in public and say:
“We lied to you about the safety and effectiveness of N95 masks. They offer significant protection for you and those around you. We didn’t have enough for our health care workers. That is why we lied. We made a stupid mistake. We should have told you the truth. That lying was a betrayal of the public trust. Today I am here to admit we were wrong, and I fully understand why you don’t believe anything we say.”

It may go the other way. If you go to the grocery store wearing a mask you are reported and they come to take your stash.

The masks protect others from you. HC workers are constantly exposed to everything and instead of infecting everybody that walks through the door, they need the masks to protect the rest of us from them. Concentrating that limited resource where it would do the most good is common sense.
Hell will have to freeze over first. Pence gave up a future presidential bid to lie about masks.
