Another possibility is that the ChiComs were just playing around with the virus. Just looking at it after they smuggled it to Wuhan from Canada.

If a bioweapon was involved, prototype or not, the almost certain means of release was that the lowest paid lab minions, upon being ordered to dispose of diseased lab animals, instead secretly sold them to the nearest exotic animals meat market.

There is no direct evidence of this. It's all circumstantial, and the best of that is the behavior of the Chinese government. We'll probably never know.
