Toilet paper and hand sanitizer are still being delivered, but people snatch them up immediately - often all they can carry.
I suppose that without purchase limits on such items, the availability is going to be a problem for longer. The more people see empty shelves, the more they will hoard when they do see some.
Purchase limits might help calm the panic buying/hoarding impulse, by allowing people to see the product available on the shelves, and ending the shortage situation sooner.
