I was going to mention them that they really don’t need a shopping cart until the ENTER the store, but then it occurred that the carts may be being used for social distancing, since it appears that everyone has one.
Also, even with the long line, it is very possible that Costco is severely limiting the number of people in the store at any one time, for obvious (and numerous) reasons.

I also did an attempted shopping run at Sams and Walmart and aborted, due to the large crowds. That was a bit after 2 PM.
