"Can" is speculative as regards permanence. Meanwhile, if you do not engage in short-term strenuous exercise that requires deep breathing along with increased heart rate - while you still can - and are overweight, then I think you will have less lung function, but that by doing the above it can improve it. https://www.scientificamerican.com/article/if-a-persons-lung-size-ca/
