My parents hail from NYC and have often referred to our Pennsylvania liquor monopoly as a bizarre practice, almost a nationalization. I’ve never tried it but apparently you can open a liquor store in NY without being a government.
Me, I find NY gun laws weird, whereas PA is gun-loving and sensible.
In any case I don’t see the point of closing the liquor stores. Why not simply deliver the stuff, like pizza?

NH long lived off its “sin taxes”—which included its own liquor stores, cigarette taxes, and the lottery.
