That's the #1 question in my mind: doc calls a pt to warn he had seen a person who had been in proximity to a cv sufferer. The bus study in China showed a person boarded after a cv carrier disembarked and within 30 mins tested +. So could the doc have given cv to your wife after pt #1 gives it to pt #2 who gives to your doc who gives it to your wife? Aren't docs being extra sanitary so, is breathing enough to spread it?

Yes - breathing near someone is enough to transmit the virus. My wife has been wearing a mask to the store - but doubt she wore one to see this doctor.
BTW - the doctor visit was in the city of Bellevue, WA. I just saw on twitter a post by the Seattle Business Journal of a gal that worked in Bellevue:
A 60 year old legal assistant went home early on Tuesday due to flu-like symptoms. She worked from home on Wednesday. When she didn’t answer her phone or emails on Thursday somebody went to check on her. Found her dead in her home.
