I would mostly agree, but there will be some degree of hindrance to normal routine outages and maintenance due to added precautions in quarantine zones.
Gloves and masks mandatory at plants will help contain the virus in those places. Won’t stop it, but will slow it down a lot.

Yeah, but the plans called for the virus to be gone by April, so now they are just making it up as they go along.
