The numbers are meaningless because only a handful of people are being tested.

Yeah, I get that. The PA DoH has only confirmed 2 positive cases. They 'presume' to have 20 more cases and there are 219 people "under investigation". (Geez, sounds like a crime.) 116 people are negative. I assume that 116 people tested negative, otherwise it would be over 12 million. But you can never tell with government lackeys.
