My point, perhaps made too oblique, is that some people see a fire on the horizon and begin to move.
Others wait for the Chief to validate there’s a fire on the horizon before they begin to move.
The Chief saw the fire all along, but had to factor in the impact to the tribe of pulling up stakes and moving. The old, the sick and the young. Lost hunting grounds. Wasted stores. Tired animals. Impending winter. And hostile tribes.
In such times the chief carries the heaviest of burdens. He must live among the survivors.
