I would say that NOT relying on a bureaucratic organization like WHO probably forced Taiwan to rely on her own scientific ingenuity ( of which the island has plenty of ) to control the virus.

The lesson here is clear — don’t put your reliance on a centralized bureaucracy far away from you to protect yourself.
