Why the UK exemption?

My take on it, given how he threw the E.U. under the bus, is that he's rewarding the UK for Brexit, and sending a not-too-subtle message to the E.U.: "Hey, you fools, this is what you get with open borders. You made your bed, now sleep in it.

The UK only has 456 infections. UK is not a member of the EU.

All countries under the EU have a EU passport. If you ban Italy, France, Spain and Germany you have to ban all EU countries.

If EU wants to ban New York they would have to ban all of the States since we use the same US passport.
