That's unlikely. For one thing there are more cases outside of cities than inside.

I will be honest with you—how the President looks is about #500 on my list of concerns.
We have real issues to deal with that will affect all of us _this_ _month_.

SD cases all travelled out of state
Officials say South Dakota has its first cases of COVID-19, the disease caused by the new coronavirus.
The announcement came in a press release from Governor Kristi Noem’s office.
Noem said in a press conference that there have been five cases in the state, and one person has died.
Noem said the person who died, a man in his 60’s, had underlying health conditions and it’s unclear whether COVID-19 might have caused the death.
The person who died, was from Pennington County, health officials said. The other four cases were reported across four other counties. All patients had recently traveled outside of South Dakota, but not necessarily internationally.
I haven't watched it yet (at work). But the government's intent is generally to stop the spread. They have failed for the most part but that doesn't prove mal-intent. In any case there's no unified intent. There are many people in the mix with different intents or competence.
My best guess is they are hoping to slow down spread until spring and let nature take care of it.

Their intent from the start is to let this run wild.
It was about mid February that they activated the military pandemic plan. I think the decision was made then. But, why? Because its too transmissible to be contained and its not going to be that bad, or because it is going to be that bad? Leaked documents on Business Insider and ZeroHedge today say in the US 98MM infections, 480M deaths, hospitals should prepare for 10X a severe flu season.
