NY prisons have been making things for ages. It’s called Corecraft. That make furniture, clothing, eyeglasses, liquid and bar soap, cleaning supplies, aluminum forgings, lockers, printing, paint brushes, all kinds of things. All for sale to government agencies. all made using prison labor (they are paid, but 50 cents is a high wage) Using Corecraft to make hand sanitizer is a natural. They already have the capability. If you have ever gone to school or been in a government office of any kind in NY state, you have used, sat on, written on or looked at a Corecraft product.

I have a model lobster boat from the Maine State Prison store in Rockport. Inmates produce woodwork to make money to pay reparations they owe.
