In China and Italy they distributed hundreds of millions of the failed SARS vaccine in 2004 which made those that took it at more risk of all SARS related viruses then those that didn't take it. Based on Antibody-dependent enhancement which leads to increased infectivity in the cells.

In Italy Chiron Corporation distributed the SARS vaccine. I don't know how many where distributed in Italy.
In the US the FDA stripped the Chiron Corporation of it's license to distribute any vaccines in the US and was bought out two years later(out of business)
South Korea didn't get this vaccine. In the US only Maryland it was distributed I believe by clinical testing.
