Dedicated hospitals is what they did in Wuhan. They were finding cross-contamination of existing floor patients. (and they housed the medical staff either on the upper floors or at a nearby hotel with drivers dedicated solely to transporting the medics from hotel to hospital)

As of March 9, 2020, 7 a.m. Pacific Time, there are a total of 133 positive cases and one death in California: 24 cases are from repatriation flights. The other 109 confirmed cases include 44 that are travel related, 28 due to person-to-person, 19 community acquired and 18 from unknown sources.
Approximately 10,300 people are self-monitoring, across 49 local health jurisdictions, after returning to the U.S. from travel.
Seventeen labs are currently testing for COVID-19 in California.
