The CDC needs to walk down the streets of Beijing without a mask. China says it’s important. They have the most experience.

Well, if we had the masks, everybody should be wearing them all the time. But we don’t have the masks because a lot of them aren’t made here and the countries that do make them banned exports, reserving them for their domestic needs.
So reserving the masks to health care workers, since they are the ones who are most frequently exposed to everything and therefore the most likely vector for people in the hospital to catch anything makes sense. You hose down the hotspots.
Were it up to me I’d have everybody in masks when in public, no exceptions. To do that, we’d have to have the masks.
I see some comments that the masks can actually make you less safe if used improperly.
