I believe one factor causing the panic is the fact this virus can spread easily and even by people who are asymptomatic.
I believe one factor causing the panic is mass media hyping it daily with the items dire, deadly, and any other gruesome verbiage they can conjure up. And, hoping it will put President Trump in a spot.
