there is some type of international UN slash WHO level law that dictates when a nation can and can’t cut transportation links to other nations. Trump walked a very fine line shutting down China completely. (and why China accused us of acting “illegally”). I didn’t know about the int’l law until recently, either and can’t remember it’s formal name, but maybe somebody in gubmint can chirp in. It has to do with waiting for the WHO to declare a ‘global’ emergency (which the WHO did on Feb 1 and we killed entry Feb 2)
